When to use it
The exclusion is the verdict. A proc that cannot fire on elites or bosses is a trash-clearing tool, so this is a sword for getting through a region rather than for the fight at the end of it. Note that the two published proc rates differ by more than three times, so treat either as an order of magnitude rather than a rate.
Where it sits in the weapon catalogue
