Clear Skies raises Emma's and Koo's damage together. The gap between the sources is at its widest here: Fextralife states ×1.07 for fifteen seconds, Game8 states ×1.02 for five. Both the magnitude and the duration move, which is why the enhancement read covers duration too rather than attack alone.

When to use it
The most-recommended early sword outside this site as well as on it — Dualshockers picks it first for the same reason, that a buff applying to Koo as well as Emma is worth more than a raw damage line in a game where the dog is half your output. Take the ×1.07/15s figure as the ceiling, not the number you have now.
