When to use it
You get it for a fight you have to win anyway, so it costs nothing. It is the second electric sword, and no source compares it with the Thunderwave Sword — on the published figures Fall Thunder trades Tempest's lightning strike for a higher flat buildup, but nobody has tested which actually applies shock faster.
