The game ships no field-of-view slider. The developer has said ultrawide fixes are planned and has never mentioned FOV — so the two questions have different answers, and only one of them has a commitment behind it.
No. There is no field-of-view slider in the game’s settings, and unlike ultrawide — which the developer has twice said is being worked on — no first-party statement mentions field of view in any form. The only thing that adds one is a third-party UE4SS mod.

The answer, and why it is not the ultrawide answer
The settings menu has no field-of-view control. That much is agreed by two independent Steam reports and is not disputed by anyone. What differs is what happens next. For ultrawide, Sam [developer] named it as targeted for a fix on 3 August and then wrote "Ultrawide fixes planned" in the pinned Game Freak thread on 5 August — no date and no scope, but a commitment. For field of view there is no equivalent sentence anywhere. Not in the bug thread, not in the pinned thread, not in a patch note. So a reader who reads the ultrawide page and concludes their FOV complaint is queued behind a promise has read something that was never said.

The only thing that changes it is a community mod
Rake_v2’s UE4SS mod is the sole posted workaround, and version 1.3.1 of it also repairs the skill-tree interface at ultrawide. This site catalogues it on /mods/ along with everything else that claims to add a field-of-view control, and the position there is the position here: a third-party mod is not a fix. It is unsupported, it can break with any patch, and it is named because players will find it anyway — not because this page recommends installing it.

What a missing slider actually costs you
Two things worth separating. On an ultrawide display the absence is part of a larger problem — the game does not render natively at those ratios, so FOV is one symptom of several. On a standard 16:9 monitor it is the whole problem: nothing is cropped, the camera is simply closer than some players want, and there is no supported way to move it. That second group is the one with no acknowledgement and no timeline, and they are the ones typing "fov" into a search box.

A patch note adds a field-of-view control, or the developer names FOV specifically the way ultrawide has been named twice. Either would appear in the Steam patch notes or the pinned message thread before it appeared anywhere else, and /patch-tracker/ is where this site records the gap between what has been promised and what has shipped.
