The official fix notice
On 5 August, Sam announced on Steam that Valve had added the missing entitlement to the pre-order Deluxe package. The notice says this should cover players who bought that version on Steam or through a key site. If the DLC does not appear immediately, the first official step is to restart Steam. If it still persists after that, Sam asks players to report it in the official thread.

What changed from the launch thread
Before the announcement, the best developer-backed route was a support ticket with proof of purchase, and one player separately reported the content appearing after a game restart. That history is still useful if you are reading old replies, but the official fix notice is now stronger evidence than both: the entitlement grant itself was changed by Valve.
