The answer
Ten manuals are now named by the best published lists: acid, explosive, fire, poison and lightning for arrows, and the same five for bolts. Plain Arrows and plain Bolts still live in the weapon database, but no manual guide lists a plain-ammunition manual.
How well attested the count is · Corroborated with a caveat. IGN enumerates ten arrow/bolt manuals by name; Rock Paper Shotgun independently covers the same named manual family and corroborates the early special-ammunition manuals it has published so far. This corrects the older twelve-count inference from our weapon database.

What the achievement text does and does not settle
Valve says "the manuals for every arrow and bolt type", which establishes three things: manuals exist, they are per type, and the set is completable. It does not say how many types there are. The ten below are the manuals two written guides actually name: the five special arrow types and the five matching bolt types. The old version of this page included plain Arrows and plain Bolts because the weapon database has records for them; that was a catalogue inference, not a manual roster.

Manuals are crafting unlocks, not the ammunition
Worth separating, because the achievement is about the manual rather than the ammunition. The manual unlocks crafting or restocking for that ammunition type; having fired acid arrows is not the same as owning the Acid Arrows manual. Also note the other split the new written lists make clear: Koo has item manuals too, but those do not satisfy Manual Maniac because Valve narrows this achievement to arrows and bolts.

Valve confirms the set. The original counting source says 12, but two written manual guides point to 10 special-ammunition manuals and keep plain Arrows/Bolts out of the manual roster. The tracker on /collectibles/ counts this set as 12, and carries the standing caveat that the counting source’s own categories do not sum to the total it states.
